Cant u still send and recieve sms picture messages with this phone

Not as SMS. If you have an option for MMS, then you should be able to send picture mail that way.

Yes, you can as MMS. Not as SMS.

Furthermore, you may need to have a messaging or data plan from Alltel.

I know Alltel recently added MMS capabilities to their BlackBerry devices. I am not sure if you need to upgrade your OS to 4.5. You needed to with Sprint in order to gain MMS capabilities.
