App development conundrum

I may have the wrong forum for this - if so, I apologise in advance - a noob mistake. I have a 9790 device. I used to have a Windows PDA on which I had a couple of database applications for my own personal use. I had created and customised them to fit my needs. I would quite like to write them for the BB. Some of what I read says that mobile device applications are more straightforward if written as web applications and accessed in the device browser. That I could do quite easily but the issue may be that I do not always want to access the internet to be able to use my application. Also, for preference I would rather the data be stored locally. So, a couple of questions: Can an app be developed in web architecture (HTML5, Javascript, etc) and be installed / accessible locally on the device rather than fetching pages / data over the internet? If so, is it possible to read /write to local persistent data with such an app? I know that I could write a local app using Java and the BlackBerry JDK using SQLite - but the learning curve is pretty steep. Any thoughts / guidance would be very helpful.
