This might help.

KB17760-BlackBerry smartphone users are able to run Facebook, Twitter, Picasa Web Albums and Google Talk on BlackBerry smartphones after the applications have been disabled using Software Configuration 0 1670961184

Those policy settings aren't available in BES Express. You need full BES for them.

hopefully there is an easy way to upgrade to BES from BESX. That's one policy we need

It's not an overly difficult process, but it's not a free upgrade.
Full BES is several thousand dollars for the server, and you also need to pay for the CALs.
I think you said you have about 300 users, so you're probably looking at a fairly expensive project if you really need to do that upgrade.

Another way to deal with this would be to block BES itself from accessing social media sites, using with whatever filtering system (Websense, BlueCoat, Cisco) you already have.

That won't work.
The social media apps use BIS-B as a transport, so they do not filter traffic through BES MDS.
