If you have Symantec Enpoint Protection, you can try turning off Tamper Protecion. Also, If you find the Roxio Hard Drive Watcher service, try disabling that. Still working with Symantec Support. ...

Tried disabling everything using MSConfig. No difference in startup, still hangs at applying computer settings. Actually a little shocking.
