If it's on, it'll get used as a priority over texting... as to not subtract from your text message allotment, or the text message allotment of the recipient.
It uses data only.

It doesn't make any sense to turn iMessage off.
It's in the same app as sending a text message. If the person your're sending a message to also has iMessage enabled, it will automatically be sent...
