I tried just turning data services off. i left roaming on, and i do have a wifi connection established. And all i can do is make and receive calls, and sms. Anything else i try says i need a data...

If you turn OFF the mobile network (or data when roaming off) and use WiFi, you will not be charged for data.

So.......what does " or data when roaming of "

To me it sounds like turn mobile or...
