Doing a restore to factory doesn't do anything with the OS; it clears all settings to defaults and clears user data. I think of it as like a security wipe without the wipe. But it doesn't alter the...

It's not supposed to be. So there is no supported way to do it. I can't say for certain there is absolutely no way to do it...I just haven't been paying attention and haven't kept up.
