It isn't a step #. It is what I find when I go to "Device > Restore" That is what it says at the top of the page and then in order to find the specific IPD file I've downloaded with the Tmobile...

I am sorry to say that I am having trouble again. I did exactly what you said but there was no "Finish" at the end to click. Just turned back to "Apply."
Because there was no "Finsh" it rebooted...
