He's correct. Actually, you both are.
He's probably referring to setting a DHCP Static IP assignment.
Most DHCP servers can be configured to hand out the same IP address to the device based on its MAC address.
What you're suggesting is a manual Static IP address assignment. His suggestion is automatic.
