Really? That's unfortunate. From what I can VZ has a set black and white process in place (they look at your length of service, whether your a good revenue producing customer, and flight risk to another carrier). If you pass, they unlock your phone. If you don't, they won't unlock your phone. I called VZW and my phone was unlocked in 20 minutes.
I've heard Voda's process is even more progressive.
One would think Telus would have a similar process.
