I just left the T-Mobile site to check and I browsed the net for mention of the $24.99 plan you mentioned. I saw nothing under $39.98. Here is the link below to T-Mobile's current internet and Blackberry plans:

If you have a cheaper BB plan it must have been "grandfathered" over. For instance, when I was with them in 2002 and they had just changed to T-Mobile, people would come in with plans from the old company (Voicestream) That were pretty much unlimited minutes anytime, anywhere for low prices like $20-30.
