You own the hardware and the OS. What costs?
Besides, does anybody know if 70 users on the Exchange server is a hard limit or a guideline? Given a sufficiently powerful Exchange server you may be able to host a 85 user BESX on it.
And keep in mind that 85 devices using EAS will also tax the Exchange server
