I believe you're correct. If they didn't logout the IMAP session can you imaging all those connected TCP sockets in their network? There must be a proprietary TCP port (like the BES 3101) that gets a notification telling the BIS to poll the account. RIM most likely sees this as a potential revenue stream with ISP who want to provide Blackberry real time delivery. Lets hope I'm wrong.
