You can look at it from both sides ...
On the one hand, given the choice, Bell Mobility would certainly rather collect $100 monthly as opposed to $60.
From a consumer perspective, however, if you will be using the tethered functionality regularly, the $100 plan can actually work out to be less expensive since tethered data usage on the $60 plan is charged at $6/MB. At that rate, downloading 7MB through your laptop would bump your data charges above the $100 mark.
