Thats correct, but only for 4.1 devices on a 4.1 server.
4.0 devices behave a bit different, they always synchronize their call logs to the Audit Logs - regardless of the policy setting.
If you disable the audit logging, then the log file will not be created (not even an empty one.

It will disable the Audit Call Logging on a 4.1 server
