When I was in the consulting world, I was on the Norfolk VA navy base (for those who don't know: the majority of our Atlantic fleet is based there). The gov't rules and regulations were pretty strict - whether it made sense or not. As a civilian looking in, it was pretty funny at times.
As an aside, I was on the base on the morning of 9/11. They scrambled everyone big time that day and the weeks that followed.
