Actually UMA was working for me until last wednesday. I have been on the phone and awaiting an escalated call back from them.
They sent me a third phone, plugged it in today, same issue.
Certificates are installed.
I double checked my 911 address, and it is there.
And confirmed "wi-fi" and "automatic" are set.
Hopefully I will hear back soon from t-mo...
