It's the same idea with the sim card...Get your PIN2 wrong 3x, and you have to go get a new sim card =)
(I did that the first night I had an old "the new cingular" samsung the day they changed over from att the first time)
It does suck to lose all your data, I don't deny that. But I'd rather my data lost than all my passwords and emails in the hands of someone who stole my phone
