Blackberries have a great built-in option for this. All RIM needs to do is having a whitelist of PIN codes that are approved to fully use the new OS. If your PIN isn't in the list, then your phone will boot but you would get a message telling you to downgrade to the appropriate OS version in order to re-enable phone and application functions.
