Default Rogers BIS Outage?

I can't get a data connection through BIS over wireless. The diagnostic screen gives me:

BlackBerry Registration: Yes
Connected to BlackBerry: Yes
BlackBerry PIN-PIN: No

Anything that uses BIS doesn't work. Neither does PIN messaging. I can do DNS lookups and pings through the APN however. When I'm at home and connected through WiFi everything is fine. The diagnostics work perfectly and I have data and PIN messaging.

I've tried pulling the battery and resending the service books but neither helped.
