The provisioning of the device is done on the RIM infrastructure, they may have an automated system that sends reprovisioning requests to the infrastructure from their billing platform but this is totally up to the network.

It may be that the data plan is right or wrong but it's the status of the PIN on the infrastructure that matters, unless you can get them to change this for you properly there is nothing you can do for the handset.
