I am using WIND in Canada, and it took me 4 months talking to their Tech Support people to struggle with the Chinese Character support in my 9300. I've tried using the Device Software from Rogers/Bell/CMCC etc. to load the Chinese, but all failed until I read your post tell me to remove the vendor.xml file.
