A great place to learn a lot about the BlackBerry is the BlackBerry FAQ site at BlackBerry FAQ - BlackBerryFAQ

Desktop Manager has several wonderful uses. It is used to sync your contacts, notes, calendar and tasks from your PC if you do not have BES (BlackBerry Enterprise Server). It also contains the drivers to adequately charge your BB (those can be installed seperated).

Desktop Manager is also required (for older devices) to load updates of the handheld (device) operating system to the BlackBerry. And you need it to load apps which don't have the ability to be loaded over the air.

Again, BlackBerry FAQ has the answer.. You have *got* to start browsing it.

Trent, as NJBlackBerry mentioned, please take some time to look over the FAQ, and utilize the search feature of this forum before making threads. All of the questions you've asked can be answered by one or both of those actions.

I know that you're excited about getting your device, and we are here to help you, but you need to make a concerted effort to help yourself first.

Download Desktop Manager v4.7, English (or Multilanguage - only you can decide) without the Media Manager (as the 7230 doesn't support media).

Yes, you can download on another computer and install via a USB drive if you want.
