Default BES 3.6 IT Policy

Newbie in the flesh....

Is there a way to configure the BES 3.6 so that it grants one third party application on the BlackBerry the ability to make secure external network connections using HTTPS?

I know this is possible in BES 4.0, but it doesn't seem like BES 4.0 is going to get married to our lovely IT director anytime soon.
