As the title says :-0

I want to resend the service book to all 600 users on our Bes server (4.0.7) and would prefer not to have to do it one at a time.

Any suggestions ?

Highlight every user, right click, Resend Service Book.

Just out of curiosity...why would you want to do that?

I've done that about once a month just to be on the safe side with all the recent outages that AT&T has had recently. Just so when the bosses ask if I've done everything possible, I can honestly says yes I have.

I don't have the option to resend service book when I select all the users.

Only when I select a right click a single user and go into the menu "it admin"

Hmm. I'm on 4.1.x
Maybe it's different in 4.0.x

Unfortunately you'll have to do a lot of clicking with 4.0 ... you could try using the BRK / BESUserAdminService to script something to do this for you; I forget the capabilities for 4.0 however.
