Default Quick Application Development

I need some advice about quick development tools. I have been a happy Curve user for some time and I am seriously considering the 8900 as a replacement. But I have some custom business apps that I have used in the past on Windows Mobile phones that I really need to duplicate on the Blackberry or move back to WM6.1. I am looking for something fast and basic as the apps are not complicated. I have VB like tools for WM6 that work well as the apps deal with basic information collection and reporting and creating those apps took no time at all. Is there something similar for Blackberry? MDS seemed promising, but I am a BIS user with no chance of change. Any recommendations?

Time tracking information for client billing. Existing apps sync with an Access database but that is less important. But my question is more general. What quick development tools exist in the Blackberry environment? In the Windows Mobile environment I had SprintDB and now have VisualCE. The apps took less than a day to develop, sync with a database, export data as needed and are modifiable as needed. I haven't' seen anything quite like that in the Blackberry world. I am not a Java programmer, but I could learn. But I don't have weeks to devote to this and have had good success with the tools in WM6. In addition, I am intrigued with the idea of having this device use some of the Blackberry specific features. I was hoping that I might have missed something in the way of tools.
