Unable to send APB PIN messages using the BlackBerry Manager

From Blackberry Manager I am now unable to send PIN Messages from the server. I have found the following article (Blackberry Doc ID KB16409) which explains the change.
The solution is to apply 4.1 SP4 or later. However we are running Blackberry Enterprise Server for MDS Applications build 4.1.3.18, which this seems to be the latest release for this version of BES.
How can I get the messaging to work again on the MDS version of BES?
