I need to get onto a few sites used for vehicle tracking but I cannot enter alphabetic passwords only numeric. Is this a phone problem or a website issue

Its an operator issue ;)

May be you have not set your lock code into alphabetics because sometimes they accept only numerical or only alphabetical order or combination of both.So first check out the format which you have choosen.
