No... you don't have to be connected to the PC, it works over-the-air.
When you're on a BES, all traffic that jmIrc sends out will be tunnelled over-the-air to your BES (using MDS), and then the BES will send the traffic out to the internet to the IRC server.
BB -> (cellular/wifi) -> BES -> (wired Internet) -> IRC server
By telling jmIrc to use the proxy, the traffic will still go over the air to the BES first, but then the BES will send it to the proxy machine instead (because the BES thinks it is HTTP traffic), and the proxy machine will actually make the request to the IRC server.
BB -> (cellular/wifi) -> BES -> (wired LAN) -> HttpIrcProxy -> (wired Internet) -> IRC server
