Of the bans we've made, 90% have been spammers. There are around 100 bans for regular users, of which more than 2/3 are for registering with secondary accounts for mischievous purposes. A very small handful have actually been graced with a permanent ban (one I noticed just now was for a death threat they made to someone)... and usually these are the result of multiple issues and reports by other goodstanding members of BBF (and then researched/observed by the moderators).

...but hey, we're the Gestapo, right?
