Odd Sized Icons/Folders

So if I add a folder (and I think even some of the 3rd party apps are doing this) it is overly sized and real rough edged. Some of them shrink to the normal size when I scroll over them and some don't. I have seen this in 3rd party themes and stock themes (both Sprint Precision stock theme and The BB Precision theme). Anyone else have this issue or can think of a solution?
I'm running an 8530 with 5.0.0.395
