no, pocketmac does not transfer files.

But it's a simple process to copy a ringtone file to the ringtones folder no your storage card when connected via USB. Once there you can choose it as a ringtone?

I make my own ringtones in GarageBand and bluetooth them to my computer. Super easy and free! Hope that helps you out!!!
