A phone with built-in GPS will allow you to use Google Maps with position tracking, route finding, etc, and allow you to use free or commercial sat nav software.
A phone without built-in GPS can still do all of those things, but you'll need to buy a £20-30 bluetooth GPS "puck", which has the GPS receiver built in.
From my point of view, I've had phones with a puck and my 8310 has GPS built in. I didn't think it would be useful, but being able to fire up some sat nav software without having to take my dedicated TomTom (which is crap anyway) is really handy. Also with the likes of Google Maps and BlackBerry Maps you can find your way on foot too, for instance if you're walking around a city.
Edit: Er, my post is somewhat moot, as both phones do have built-in GPS.
