Attachments not decoding?

I have two users (total of 50 users) that cannot open attachments. They are given the option to view the attachments, but the attachment (text or pictures) are not decoded (just a series of text characters are displayed).
We are running a BES with Lotus Notes. I have reloaded both handhelds, and tried uninstalling/ reinstalling the attachment service with no change. I have VERY limited experience with the BES.
Can someone please point me in the right direction?
