"Screen Capturing" and "Security Timer Reset" with BES/OTA apps

These 2 security permissions show on devices running 4.2 but for applications loaded OTA from the BES they're locked to Deny.
The corresponding entries in the IT Policy are set to enable and for applications installed via the desktop manager or downloaded OTA, they can be changed. It looks though that RIM forgot to add them to the Application policy so there's no way to set them for BES/OTA apps.
Can anyone else confirm?
