Default BAS 5.0MR1 BESX - User List Import - Create NEW users?

Has anyone successfully done an import of a .csv user list to get NEW users? I've tried using the same fields that you get when you export:

"User Id","Display Name","PIN","Email Address","Logon Name"
"101","userlastname, userfirstname",,"user@domain.com",userlogon

What I get is an error message:

Import file format invalid, please re-select.

The documentation on this function, on the web and in the Administrator's guide .pdf both state the following:

Import a user list
You can import a list of user accounts to the BlackBerry® Enterprise Server so you can administer the user accounts.
Before you begin: Export a list of user accounts.1. In the BlackBerry® Administration Service, on the BlackBerry solution management menu, expand User.
2. Click Manage users.
3. Click Import users from a list.
4. In the Import users from a list section, click Browse.
5. Navigate to the .csv file that contains the user accounts that you want to import.
6. Click Import users from a list.

Does this mean the tool is only for bulk-changing, and not bulk-creating, users?
