First, I'm assuming you have a bona fide Blackberry data plan. Generic plans won't do. Some folks can't get MMS messages due to carrier restriction or BES IT Policies. It could also be that the attachments exceed your mailbox size restrictions. In the last case, your carrier would strip out the picture and divert it to a holding site, hence the need to access the pics via the web.
If none of that is the case, try sending 2 or 3 pictures messages to yourself. Folks have reported needing to do that to enable the feature for their account, both at T-Mobile and AT&T.
