Sorry, friend... but that's not gonna work in this case.
For starters, the "Remove IT Policy" instructions aren't really an IT Policy removal. It merely places a blank policy.bin file on the device. Unfortunately for this user, that procedure will not change the firewall settings.
Before chastising me for "teasing the user", perhaps you should first get yourself an understanding of what's going on, and maybe you'll learn something in the process.
