I cannot get a users phone to communicate with the server. It will not activate. I have tried:

Wiping the handheld w/ JL Cmder
Deleting the user from the server and re-adding

Neither of which worked...

Any ideas?

Thanks ahead!!!

Was the device ever on the server?

What happens when you activate the device? Where does it error out?

Is this device provisioned for BES access?

Does the ept message ever hit the users inbox?

The blackberry registration email goes through no problem. He is going from an 8700 to an 8310. I just got the error "Server does not seem to be responding. Please contact system admin". The user was always on the BES server just with a different PIN.

Even though this is an upgrade, I'd double check and make sure the user's data plan still includes BES and not just BIS. If they renewed the user's contract, they might have only renewed it with BIS instead of BES or changed something else on the data plan. I had that happen a few months back, and literally spent hours trying to figure it out.
