Email filters on BES?

Hi,
have a user, out of 20, who had 4 email filters setup when we had himon local redirector from his machine. He is now on our BES server. But the redirector is not working. In his profile on BES, it shows email redirection and filters for this profile, and shows the rules, and (I think) the correct True False choices. But.. not working per user.
So (a) how is a user supposed to setup these filters, through the handheld somewhere, onhis outlook client, or through the BES somehow? I don't have to have to setup filters for these users all day long.
I recently upgraded, about 2 weeks ago, to the 4.1SP2 version. Have also been having the "one way calendar sync for one or more users" issue but was referred to Article KB-05270, so am go through those suggestions, running services under the BESAdmin account rather than a different admin account.
