Just a guess here but it probably means what it says. If it's happening more than once in a while I would contact your service provider.

It means just that - too much traffic on the network at that specific point in time. Network congestion occurs when a link or node is carrying so much data that its quality of service deteriorates.

There is generally not much that you can do, other than wait a few minutes and try again and/or resend.

True, provider sold too many connections in the area and cant handle it any more. iPhone and AT&T knows all well about it -
