What is <DB_USER_SUSPENDED_MODE>?

I sent an email to someone at his regular office email address, which apparently was set to forward to his blackberry. I got back this Delivery Status Notification (failure) email which said:

Your message:
To:
Subject: H&E Equipment, et al, vs. Global AirWorks Sent Date: Thu Oct 11 10:43:07 2007 has not been delivered to the recipient's BlackBerry Handheld.
The returned error status is <DB_USER_SUSPENDED_MODE>

What does this mean? Until I got this error message, I didn't know he had a blackberry, much less what his true BB email address is.

We are getting hammered with these <DB_USER_SUSPENDED_MODE> automated responses on a daily basis now. Not sure what happened. nothing has changed on our system, but for some reason we keep getting these. We use BIS, and have about 15 bberry users. I could send an email to our distribution list, and odds are it will bounce back from one or two bberry addresses. It sends fine to most people in the group, but not all. Doesnt make sense to me, and can't figure out why its happening.

Any ideas?

This bounce usually means a blackberry user had his/her account suspended. For example, for not paying bills or because user cancelled service but carrier put hold on user account instead of deleting it, hoping user will reconsider.
