DTR and VPNs

I co-worker of mine wants to setup his BlackBerry using the Desktop Redirector (DTR). However, he wants to have the DTR running on his home PC. The home PC does have VPN access to the Exchange Server.
My question is: does his home PC need to have MS Outlook to work with the DTR? His Outlook client is loaded on his company laptop. The laptop is not always on.
