Sounds like possibly two different issues.
1 - Do you have BlackBerry data service? Not regular mobile data, but the service specifically for BlackBerry?
2 - Is the handset on a BES, or was it ever on a BES? That is, is the device connected on your employers enterprise server, perhaps? Or did you acquire the device second hand (used), and thus it may have been used on an enterprise server in the past?
