Under Options >Mobile Network do you have the option for Wifi Only, Wifi Preferred, Mobile Network Preferred, Mobile Netowrk Only?

Kinda what I thought but this stuff changes daily. Hopefully, they get it supported soon as it's a nice feature.

Yes, even without UMA your BBData plan data will go over wifi. You can test this by simply turning the mobile network off in Manage Connections.

Correct. Your data will be coming in off the wifi network. I can turn my mobile network off completely and still send pin messages, email, etc. If you have the mobile network on for phone calls and send pins, email, etc. watch the arrows. They blink fast indicating it's going via wifi. The EDGE arrows blink slow and steady.
