Not showing on your homescreen? If so, then go to your application screen, press the Menu Key and select Show All. Do you see it there but grayed out? If so, highlight the app, press the menu key and uncheck Hide.
If it's still not there, you will have to reload the OS and make sure you have notes checked to install it.
