Email Filters Missing After Restore

I had to migrate a BB over to another BES recently and have an issue with the email filters going missing after the restore.
I did a backup of my 9700 (v5.0.0.862) using BB Desktop Software v6.0.0.43, and then did a wipe. I restored the backup onto the BB and then activated the BB onto the new BES. After I restored the BB, I first check to see if the filters were there. The Email Filters option seems to not be there until the BB is activated onto a BES. I then activated the BB onto our v5.0 BES and checked the filters after and the filters are no longer there. I tried to then do a selective restore of just the filters and the backup does contain 2 filters, but it never restores the filters. Do I need to do something with the service books, before trying to restore the filters?
