Default changing sim cards when in another country

Hello.
I have a unlocked BB9700 bought from AT&T and got the unlocking code from AT&T as well.
Before i had a 9000 and when i traveled to another country all i had to do was insert the local carrier sim card and my phone was ready to use. Now, for some reason, with the 9700 whenever i go to another country and insert the local carrier sim card i have to actually go to the carrier's bb site and insert my IMEI and PIN numbers before i can start receiving data
Same thing happens when i come back to the US, i have to go on the AT&T's bb page and type in the same information.
This is a pain because i don't have email or internet right away, i have to wait until i get somewhere where i can use a PC to do the setup.
any idea of what changed?

I do this with my BB Sim cards (CSL and Peoples).. Can't wait for the new plan of my CSL takes effect this coming March 4.. It would be unlimited Blackberry Data.. From now till March 4 i'm capped to 50MB.. This is the reason why I changed sim cards.. And yes I change the IMEI and Pin for the respective Blackberry carrier's bb site..

Since I used a BB from Jan 09; its always been that way.
If you dont associate the PIN from the device with the BIS of carrier you are on; you get no data.

it had not been like that for me until i changed BBs from the 9000 to the 9700. What a pain this is, i'm even considering switching back to a mobile windows device

Date should be carrier neutral, but e-mails from your BIS account require that you activate the new PIN IMIE.
