Wifi and BBM overseas

I am currently located in Canada and will be travelling to France for 2 weeks.
I already know that my carrier (Koodo) does not exist in France, and I was wondering whether I could turn off my mobile network, but turn on Wifi over there.
If so, is it possible to use BBM through Wifi while I'm over there? Will I get charged for that?
