No blackberrys support ad-hoc networking or the capability to broadcast as an access point even with software.

The new HTC Evo 4G will have this mobile hotspot feature. You can do it on the Sprint Palm Pre if you root it and install the Verizon hotspot app.

If your 9650 can tether to a computer, it will work on the Cradlepoint Router. I have used my cradlepoint MBR1000 for two years with both cards and my Blackberries.

How you tether is up to you. Either through your provider the "intended" way or via another app like Tetherberry. (now just plain "Tether")
